The federal government supports a number of programs which are instrumental in the delivery of health care, including mental health care, in the United States. For example, Medicare provides health insurance for people sixty-five years old or older, people younger than sixty-five years old with certain disabilities, and people of any age with end-stage renal disease. In FY 2006, Medicare served 43 million beneficiaries at a cost of $337 billion. Also, Medicaid, a joint Federal-State program, supports States' coverage of medical care and other support services for low-income individuals. In FY 2006, the enrollment for Medicaid was estimated at 47 million people, with total Federal and State outlays of $317 billion, of which the Federal share was $180 billion. In addition, the State Children's Health Insurance Program (SCHIP), established in 1997 under Title XXI of the Social Security Act, is a matching grant to provide health insurance for low-income children who do not qualify for Medicaid but whose families are not able to afford private coverage. In FY 2006, SCHIP served 6.6 million beneficiaries at a cost of $5.5 billion in Federal share.
